The 'rule of law' refers to the ideal of a legal system in which all people are treated equally before the law, both the powerful and the powerless. The rule of law also implies a system in which we'd know whether or not we're breaking the law at any given time. In the US, dictates and regulations continue to multiply at a dizzying pace, thereby creating a new class of criminals with each stroke of the legislative pen. Consequently, the US now has the largest prison population in the world, a sad distinction for the "Land of the Free." But hey, at least it's free room and board!
